Before you start: the process depends on the property type

The tax and verification steps are broadly common; the final transfer venue differs.

Step 1 — Verify the property and the seller

Before any money changes hands, verify ownership (the Fard / official record), the seller's identity (CNIC matched to the record), the society/project's legal approval, encumbrances, and — for DHA — the file status. Step 2 — Written agreement and token (Bayana)

Once verified, the parties sign a written sale agreement (Bayana) recording price, timelines, and terms, with a token amount. Keep it documented — never rely on a verbal deal.

Step 3 — Seller clears dues: the NDC

The seller (or authorised dealer) obtains a No Demand Certificate (NDC) from the society/DHA confirming all dues (development, maintenance, utilities) are cleared. The NDC is usually valid for a limited period, so time the transfer around it.

Step 4 — Establish the value and calculate taxes

Taxes are calculated on the FBR valuation table and the provincial DC rate for the area. Determine both, then calculate the applicable taxes for buyer and seller based on filer status (see our taxes guide). Start this early — tax verification, PSID generation, and challan payment shouldn't be left to transfer day.

Step 5 — Obtain a 7E certificate (where applicable)

For properties above the FBR fair-market-value threshold (reported at PKR 25 million), the seller generally needs a Section 7E certificate from FBR before transfer. Confirm whether it applies to your transaction.

Step 6 — Pay the taxes and duties

Generate the PSID and pay the applicable taxes via challan. Buyer: 236K (advance tax), stamp duty, CVT, and registration fee. Seller: 236C (advance tax), and Capital Gains Tax where applicable. Keep every challan and receipt.

Step 7 — e-Stamping

Complete e-stamping for the stamp duty — the electronic stamp that forms part of the registered instrument.

Step 8 — Execute the transfer

Step 9 — Update the record and take possession

Ensure the mutation / record is updated in your name, collect all original documents and the new transfer/registration instrument, and take physical possession. Retain copies of everything.
