Building a house in DHA & Clifton: what's different by the sea

DHA and Clifton sit on low-lying, salty ground by the Arabian Sea, with their own approval routes and a chronic water shortage. What that means for your approvals, foundations, basement, materials and utility connections.

Quick answer
Building in DHA Karachi or Clifton means planning for three things the rest of Karachi worries about less: a shallow, salty water table (Phase 8 is partly reclaimed land), very corrosive sea air, and scarce piped water. In DHA, your plan is checked by DHA and approved by Cantonment Board Clifton, and DHA inspects and issues an NOC at each stage of construction. Clifton Blocks 8 and 9 fall under the Cantonment Board; the rest of Clifton is generally under the Sindh Building Control Authority. Get a soil test, design the foundations and basement for salt and water, and plan your own water storage.

Updated October 2026 · Based on the PDOHA Building Control & Town Planning Regulations 2020 and DHA Karachi's published procedures

DHA and Clifton are Karachi's most sought-after places to build, and in a few ways the hardest. The ground is low-lying and salty, the air off the sea corrodes metal fast, and piped water falls well short of what households need. The approval route is also different from the rest of the city. This guide covers what changes when you build here. For how much you can build on a DHA plot, see our DHA construction bylaws guide.

In DHA Karachi, you submit your building plan at DHA's Central Control Cell. DHA's Town Planning & Building Control wing checks it, and Cantonment Board Clifton (CBC) grants the final approval. During construction, DHA inspects and issues an NOC at five stages: foundation or basement, plinth, ground floor, each upper floor, and the stair tower. Each needs a certificate from a registered structural engineer or architect, and DHA aims to issue each NOC within 15 working days. On plots of 701 sq yd and above, the contractor must also be registered with the Pakistan Engineering Council (or PCATP) and approved by CBC. When the house is finished, DHA surveys it and CBC issues the completion certificate.

Who approves what

The ground under DHA and Clifton

Much of Defence was built on tidal flats, creeks and swamps, and about 6 square kilometres of Phase 8 was reclaimed from the sea and Gizri Creek. Studies of DHA soils describe fine sandy silt and silty sand, a shallow water table and salty groundwater. They also flag a liquefaction risk at some sites in a strong earthquake. Seawater is also pushing inland under the city as groundwater is pumped out.

Basements

Basements are popular in DHA as family lounges, gyms and entertainment rooms. DHA allows one up to the footprint of the ground floor, with a minimum height of 8 feet. They are also where the ground conditions cost the most.

Sea air: corrosion everywhere, not just on the seafront

Researchers measuring corrosion around Karachi found mild steel at the city's marine sites corroding at 69–98 micrometres a year. That is 'high' to 'very high' on the international (ISO) corrosivity scale. They also found high levels of airborne salt across the city, barely falling with distance from the sea. In DHA and Clifton, anything metal outdoors is in a very aggressive environment.

Water: plan to supply your own

DHA receives about 4–5 million gallons of piped water a day against an estimated need of around 9 million, so most houses rely partly on tankers. KWSC's official tanker rates from 1 July 2026 run from Rs 1,560 for 1,000 gallons to Rs 3,900 for 5,000 gallons, and an increase is under review. Relief is coming but isn't here yet: in September 2026, KWSC and FWO signed a Rs 14 billion agreement for a 10-million-gallon-a-day pipeline from Dumlottee to DHA and Clifton, with a 12-month target. Clifton's blocks are supplied through KWSC's network, which suffered major outages in April and May 2026.

Electricity, gas and solar

Clifton: rebuilding on older, denser streets

Clifton's residential blocks are older and denser than most of DHA, so many projects there replace an existing house. Turning a residential plot to commercial use is generally not permitted. The Supreme Court banned such conversions across Karachi in 2019, and in 2025 SBCA withdrew an amendment that would have allowed cafés in residential areas after residents objected. For a rebuild, budget for demolition and debris removal, check any walls you share with neighbours, and confirm the lease and approvals with the relevant authority before you design.

Frequently asked questions

Who approves building plans in DHA Karachi?
You submit the plan at DHA's Central Control Cell. DHA's Town Planning & Building Control wing checks it, and Cantonment Board Clifton grants the final approval. DHA then issues an NOC at each construction stage, and CBC issues the completion certificate.
Is a soil test required to build a house in DHA Karachi?
We couldn't find a clause in DHA's 2020 regulations that makes one compulsory for a house, but we strongly recommend one. DHA has a shallow, salty water table, Phase 8 is partly reclaimed land, and the foundation design depends on the bearing capacity and the soil's sulphate and chloride content.
Can I build a basement in DHA Karachi?
Yes. DHA allows a basement up to the ground-floor footprint, with a minimum height of 8 feet. Because the water table is shallow on many plots, plan for dewatering during excavation and a continuous waterproofing system. You are responsible for the safety of neighbouring buildings, and basement walls next to an existing house must be finished within 45–60 days of starting excavation.
Who approves building plans in Clifton?
Clifton Blocks 8 and 9 are inside Clifton Cantonment, so CBC handles building matters there. The rest of Clifton generally falls under the Sindh Building Control Authority (SBCA) and the Karachi Building & Town Planning Regulations 2002. Confirm for your block before you design.
Can I get a gas connection for a new house in DHA?
New domestic connections reopened in September 2025, but only for imported RLNG at a higher price. You need approved building plans and an NOC to apply. Many new houses plan for electric or LPG cooking instead.
Why do houses near the sea in Karachi need different materials?
Salt attacks concrete and steel below ground, and airborne salt corrodes metal across the city. Measurements put Karachi's marine sites in the 'high' to 'very high' international corrosivity classes. Use sulphate-resistant concrete with full cover below ground, and stainless 316 or powder-coated aluminium for metal outdoors.
