House construction cost in Islamabad & Rawalpindi (2026)
Islamabad and Rawalpindi carry the highest build rates in Pakistan: the twin cities' labour, longer hauls for material and CDA's approval process all add up. Here are the 2026 rates for CDA sectors, DHA Islamabad-Rawalpindi and Bahria Town, a calculator for your own covered area, and worked examples for 5 marla, 10 marla and 1 kanal.

Quick answer
In 2026, building a house in Islamabad or Rawalpindi is costed per square foot of covered area: grey structure about Rs 3,000–4,400 and finishing about Rs 4,000–10,000, so turnkey runs roughly Rs 7,000–14,400 per sq ft depending on the finish — the highest of the three big cities. A 5-marla house (about 1,900 sq ft over G+1) is around Rs 1.3–2 crore; a 10-marla house (about 3,400 sq ft) Rs 2.4–3.6 crore; a 1-kanal house (about 5,000 sq ft) Rs 3.5–5.3 crore, at standard-to-premium turnkey rates.

Updated October 2026 · Indicative market rates, averaged from published 2026 Islamabad and Rawalpindi contractor price lists
Construction in the twin cities is priced per square foot of covered area, and the rate depends mainly on the scope of work (grey structure only, or turnkey with finishes) and the quality of finish. Islamabad and Rawalpindi build in fired brick, with stone where the plot allows; labour is the dearest in the country, most finishing material travels from Lahore or Karachi, and the winters mean more is spent on insulation, heating provision and double glazing than in the south.
In 2026, grey structure in Islamabad–Rawalpindi runs roughly Rs 3,000–4,400 per sq ft and finishing adds about Rs 4,000–10,000 per sq ft, so a turnkey build is about Rs 7,000–14,400 per sq ft of covered area depending on the finish.
Grey structure vs turnkey
Grey structure is the bare building: excavation, foundations, columns, beams, brick walls, slabs, the staircase and plaster, with no finishes. Contractors quote it "with material" or "labour only"; the rates here are with material. Turnkey adds the finishing — flooring, kitchen, bathrooms, doors and windows, electrical and plumbing fittings, paint and woodwork — and hands over a house you can move into.
The same bands apply across CDA sectors, DHA Islamabad-Rawalpindi, Bahria Town Rawalpindi, RDA schemes and Wah Cantt; the rate per sq ft moves with cement, steel and brick prices, so treat it as a current-2026 guide and get written quotes against the same drawings.
Worked examples
5-marla house (25 × 50 ft plot, about 1,900 sq ft over Ground + 1): roughly Rs 1.3–1.6 crore at standard turnkey rates, Rs 1.7–2 crore at premium. 10-marla house (35 × 70 ft, about 3,400 sq ft): Rs 2.4–2.8 crore standard, Rs 3–3.6 crore premium. 1-kanal house (50 × 90 ft, about 5,000 sq ft): Rs 3.5–4.1 crore standard, Rs 4.4–5.3 crore premium. Grey structure alone is a little under half of each figure.
What drives the cost in the twin cities
Beyond the finish quality, the biggest factors are the design (a basement is common in Islamabad and adds cost per sq ft, as do double-height spaces and a third floor), the plot's slope and soil (hillside sectors and parts of DHA need cut-and-fill, retaining walls and deeper foundations), the boundary wall and gate, the cold-weather extras (insulation, double glazing, heating pipework), the size of the house (a 5-marla build carries a higher rate per sq ft than a 1-kanal one), and the authority: CDA's building plan approval and completion certificate, DHA's NOCs and Bahria's own approvals all sit outside the construction rate.
What's not included
These rates cover construction only. They exclude the plot, the architect's and structural engineer's fees, CDA / DHA / Bahria / RDA approval fees and the completion certificate, IESCO, SNGPL and water connections, the boundary wall and gate, solar panels and batteries, furniture, landscaping and the lift, if any. Budget those separately: on a typical 10-marla build they add 10–20% on top of the construction figure.

Frequently asked questions
What is the construction cost per square foot in Islamabad in 2026?
In 2026, grey structure in Islamabad and Rawalpindi costs roughly Rs 3,000–4,400 per sq ft of covered area and finishing adds about Rs 4,000–10,000, so a turnkey build is about Rs 7,000–8,200 per sq ft at a standard finish, Rs 8,800–10,500 premium and Rs 10,900–14,400 luxury.
How much does it cost to build a 5 marla house in Islamabad?
A 5-marla house in Islamabad (25 × 50 ft) over Ground + 1 is around 1,800–2,000 sq ft of covered area. At 2026 turnkey rates that is roughly Rs 1.3–1.6 crore at a standard finish and Rs 1.7–2 crore at a premium finish, excluding the plot, approvals and connections.
How much does it cost to build a 10 marla house in Islamabad or Rawalpindi?
A 10-marla house (35 × 70 ft) is typically 3,200–3,600 sq ft of covered area over Ground + 1. At 2026 turnkey rates that is roughly Rs 2.4–2.8 crore at a standard finish and Rs 3–3.6 crore premium.
How much does it cost to build a 1 kanal house in Islamabad?
A 1-kanal house (50 × 90 ft) is typically 4,500–5,500 sq ft of covered area. At 2026 turnkey rates a 5,000 sq ft house is roughly Rs 3.5–4.1 crore at a standard finish and Rs 4.4–5.3 crore premium; luxury finishes take it past Rs 5.5 crore.
Are construction rates the same in Islamabad and Rawalpindi?
Close enough to use one band: the same contractors, labour and suppliers serve CDA sectors, DHA Islamabad-Rawalpindi, Bahria Town Rawalpindi and the RDA schemes. Hillside and sloping plots in Islamabad cost more to build on than flat Rawalpindi plots because of cut-and-fill and retaining walls.
What should I budget on top of the construction rate?
Budget separately for the architect and structural engineer, CDA / DHA / Bahria / RDA approval fees and the completion certificate, IESCO, gas and water connections, the boundary wall and gate, solar, furniture and landscaping. On a typical 10-marla build these add 10–20% to the construction figure.
